We just can't seem to help it. And whatever else Frederick is, he's for sure a son who is missing his mother. And being forced to live far away from his family, which has to be really hard. So I can sympathize with that. But I do agree with you. I don't think Ms. Gaskell developed his character nearly as much as others. He does serve as a good plotpoint to move things forward though, and to provide drama.
